Incident Reports are probably the most common type of paperwork that police have to complete. Every single thing that
happens has to be documented. Why not make it a faster process?

How many variables can there be in a lockout? Car/house, successful/unsuccessful,
owner/nonowner. Add a little room for anything additional, and make it a default.
